It is separated into positions and whether or not the player is active or not.

 

To determine if the player was active I looked at whether or not they updated in the past month.  I did make some exceptions for people like Victor and Jardy as they are obviously around.  This tournament is all about rewarding those who are around, and that means VHLM guys too!  Therefore, no inactives can be taken unless all the actives at the given position are gone.  That means if all the active defenders are taken, only then can teams look at the inactives.

 

Due to the high number of forwards and goalies, it appears that none of the inactive ones will be chosen but I left them on the list just in case.
