Fill a layer with the colour of the background on top and set it to hue @ 50% opacity. 2. Make a merged copy of the sig and put it on top. Smudge the bg into the render. 3. Exposure Layer, Offset: 0.015, Gamma: 0.9 4. A few red dots of different sizes with a Soft Brush set on Color Dodge. 5. Merged copy > Filter>Other>High Pass @ 10px. Soft Light at 60% Opacity.
