TPE Salary Minimum


1 - THE SALARY CAP

1.1 - Salary Cap Figure
The VHL’s salary cap is a hard cap, however if a team exceeds the cap during the off-season the consequences (or lack thereof) are determined by the commissioners. At the conclusion of each season, the salary cap number for the next season will be determined by the commissioners. The cap number is subject to either positive or negative fluctuation or no change at all. (Current cap ceiling: $32 000 000 ; Current cap floor: $20 000 000)

2 – CONTRACT STRUCTURE

Rookie: A player in their 1st, 2nd, or 3rd season after being drafted (considered as entry-level period)
Prime: A player in their 4th, 5th, or 6th season after being drafted.
Veteran: A player in their 7th or 8th season after being drafted.

2.1 – Contract Parameters
The VHL has three general types of contract structures in use: Rookie, Prime, and Veteran. General Manager Contracts fall under whichever category applies to their current age.
Ex. A General Manager in his first 3 seasons is classified as a Rookie.

Rookie Contract Structure:
• Rookie Contracts must be a minimum of 1 season, and a maximum of 3 seasons
• If the contract is only 1 or 2 seasons long, the rookie will be considered a restricted free agent as per Section 4.1
• If the contract is 3 seasons long, the rookie has the option to pursue unrestricted free agency at the conclusion of the contract
• Minimum salary figures are also based on TPE as described in Section 2.3
• Players on rookie contracts in the VHLM do not count against the VHL salary cap
• If a rookie is not offered a contract by the last day of the succeeding pre-season, they will become an unrestricted free agent
• If a rookie contract concludes while the player is still eligible for RFA, their new contract must continue to abide by rookie rules for any seasons where they are still RFA eligible.

Prime Contract Structure:
• A prime contract will come into effect in a player's 4th season
• The minimum contract length is 1 season, the maximum length is 5 seasons
• Minimum salary figures are also based on TPE as described in Section 2.3
• At the expiration of a contract, a player can choose to become an unrestricted free agent

Veteran Contract Structure:
• A veteran contract will come into effect in a player's 7th season
• The minimum contract length is 1 season, the maximum length is 2 seasons
• Minimum salary figures are also based on TPE as described in Section 2.3
• At the expiration of a contract, a player can choose to become an unrestricted free agent

Two-Way Contracts:
• Any rookie will automatically have a two-way clause attached to their contract for the duration of their rookie contract.
• A two-way contract will allow teams to call up and send down a player without them having to clear waivers.
• After a player has surpassed 175TPE, at the start of the next season after surpassing this mark their two-way clause will become void.
• A two-way contract does not permit a player to not count against the cap.
 

2.2 – TPE Salary – Minimum 
In the VHL, the annual dollar value of a player’s salary is indirectly tied to the amount of TPE that the player has at the beginning of each season that they are under contract. Depending on the amount of TPE that a player has, they must make a minimum salary as indicated by the following scale. Please note that there are some exceptions generated by the difference between rookie contracts and veteran contracts.

This scale will be re-evaluated for each player at a set date of each off-season (slightly before off-season events such as the draft, training camp, and award ceremony, but after the VHLM Bonuses are handed out) and if the player has moved into another TPE bracket and their minimum salary does not meet the requirements of that bracket, their salary will have to be adjusted to meet those requirements.

2.3 – Determining Salary Brackets
1. The cut-off 'week' is the last week of the VHL playoffs. Every TPE realized before this date counts towards a player total TPE. If you are unsure, the commissioners will confirm the date since some cases occur where the playoffs extend one/two days into a new week, and we tend to exclude that.
2. Off-season TPE (prediction points, training camp, PTs posted during the "off-season" weeks) DO NOT count towards a player’s TPE hit for the upcoming season.
3. VHLM Bonuses DO count towards a player’s TPE hit for the upcoming season.
4. Ungraded point tasks posted in weeks prior to the off-season week and job pay unclaimed from weeks prior to the off-season week still count against a players total TPE hit. So, for example, let's say David Walcott has 693 TPE in the final week. I post a point task on Sunday night and don't bother to claim my TPE for commish pay (2/week) so as to hope not getting caught and preventing myself from a higher salary. You would count the ungraded media as a 6/6 and the unclaimed TPE pay towards my TPE hit for next season which would bring it to 701 and thus the next salary bracket. Players do have the option of choosing to miss a week of PTs or not claiming job pay.

The League Financier will be in charge of determining salary brackets. Should there be any issues, the League Financier will work with the commissioners to resolve the issue.

2.4 – Contract Maximums
• The maximum annual salary for an entry-level player who plays in the VHLM is $3 000 000
• The maximum annual salary for an entry-level player who plays in the VHL is $4 000 000
• The maximum annual salary for a non-entry-level player is $7 000 000

2.5 – Contract Re-Negotiations/Extensions
• Upon a contract being finalized, barring option years the only adjustable portion of the contract is an increase in the annual dollar amount of the contract. There can be no decreases in the term or the dollar value of the contract. Any increase to the annual dollar amount must be agreed upon publicly in the team’s contract thread. These will only be allowed to be given out prior to the beginning of a season (before Day 1 of the sim).
• An extension to a current contract can only be officially confirmed during the last year of the current contract. An extension can have a change in the financial terms of the contract either positively or negatively. Extensions must be agreed upon by both the team and the player publicly, unless the player is inactive (see below).
• General Managers will only be able to offer “inactives”* a maximum one-year extension, and it must come during the off-season in which their contract expires (but GMs will be able to offer them an inactive contract before they hit free agency). This keeps the power in the hands of the player if they choose to come back.

* - a player is deemed to be inactive if they haven't posted in 30 days or more

2.6 – Contract Options
• Options must be subsequent to committed terms. No committed terms can succeed an option year.
• Options can come in the form of Player Options, Team Options or Mutual (GM & Player Agreeing) Options. A contract may only have one total option year.
• Any option must be agreed upon before the start of Free Agency or the player will hit the Free Agent Market. For an inactive player with a Player Option the team may pick up or decline the option for them.

2.7 – Clauses
There are two types of clauses that can be included in contracts (both are voided if waived once):
• No Trade Clause: A no trade clause gives the player the right to veto any trade involving themselves.
• No Movement Clause: A no movement clause gives the player the right to veto any trade involving themselves, or the team sending them down to the minors. The only way a team can get out of a No Movement Clause without the player waiving it is to buy them out.
• If a player goes inactive whilst on a contract with a NTC or NMC, the inactive's clause may be waived at the commissioners' discretion.

2.8 – Notables
• All signing bonuses, and performance bonuses will count against the cap for the year in which they are reached
• All players playing on Rookie contracts in the VHLM don't count against the cap. Prime and Veteran contracts always count against the cap.
• If a player on a Rookie contract is called up during the season or post-season, their whole salary counts against the cap that year.

3 – HOLDOUTS / SALARY ARBITRATION

3.1 – Salary Arbitration
Salary Arbitration is a tool available to players to settle contract disputes involving contract length and salary. There are certain rules and restrictions to applying for salary arbitration.

• For a player to apply for salary arbitration, you must do so during the final season of your current contract, or before the Entry Draft of that off-season. In order to apply for arbitration, please PM the commissioner.
• A team may take a player to arbitration only during the off-season in which they are drafted. If a team is unable to reach a contract agreement with a draftee, they can take that player to arbitration at any point from the time of the draft to the start of the regular season by submitting a PM to the commissioner.
• A salary arbitration ruling will always be two seasons in contract length
• Salary will be determined by a league panel, based on TPE, activity and other factors
• A team may walk away from a ruling, however a player may not. If a team walks away from a ruling for a draftee however, they will become an unrestricted free agent not a restricted free agent.
• A salary arbitration deal may not be re-worked in any way during the first season of the contract. During the second season, a team is able to give a raise on the contract if they wish, and an extension can be negotiated

3.2 – Holdouts
• Any player who elects to hold out will not be eligible to play in either the VHL or VHLM until they have signed a VHL contract
• If the player is a draftee, the team that has drafted their rights has the ability to take them to salary arbitration
• The team holding the player’s rights has the ability to trade their rights to another team if they cannot reach a new contract
• If the player already has a contract signed they will have to sit out their contract if no deal can be reached
• A player with a signed contract that elects to holdout will not have their contract count against the salary cap
• A player may end their holdout at any time
• Holdouts will be monitored by the commissioner to ensure that both parties are working towards a productive conclusion

4 – FREE AGENCY

4.1 – Restricted Free Agents
Qualifying Offers
• In order to retain the rights of a restricted free agent, as outlined below, the team must offer their restricted free agent the minimum amount of salary for their TPE bracket for a maximum of one season.

• After being drafted a player will be considered a restricted free agent for the following two off-seasons. A draftee cannot be offered an RFA contract during the off-season in which they are drafted.
(ex. S1 Draftee would be restricted for S2 and S3 off-seasons regardless of whether their first deal is one or two seasons)
• Restricted Free Agents are eligible to have their rights traded
• A restricted free agent will therefore be determined as being a player that is still in their first two off-seasons after the draft but have had their rookie deals expire.
• Any team in the league is eligible to offer a restricted free agent an offer sheet. There is no requirement on raises, as the restricted free agent can sign any offer sheet they wish to. Any offer must be within 1-5 years, and meet the TPE – Salary commitments as per Section 2.2. A player who enters RFA will be subject to prime minimum and maximum salaries instead of the rookie minimums and maximums, but this can only be offered by teams who do not own the restricted free agents' rights.
• If a player signs an offer sheet, their team has the ability to match the offer sheet if they wish to, which will be for the exact terms of the signed offer sheet. However if they do not want to match the offer, they will be awarded compensation based on the following table:

• In order for a team to be able to offer for a restricted free agent, they must possess all of their own draft picks that pertain to the compensation levels above.

4.2 – Unrestricted Free Agents
• An eligible player free agent will be determined so as to having 0 years left on their contract, or declining a player option/the GM declining a team option or not officially picking up the option at the time of the start of free agency
• One-season contract extensions to inactive players are valid as long as the team offers the player a contract extension AND the player doesn't accept or decline it before the start of free agency AND that player hasn't posted in 30 days leading up to the start of free agency.
• A contract must meet TPE – Salary minimums for every season in the contract
• After the trade deadline has passed, teams may not sign a player from free agency until the conclusion of the playoffs
• A player may accept a contract at any time after the contract is offered, unless there is a limit on free agency length in the off-season. If a player is inactive, then if the thread does not see a raise after 24 hrs, they will go to the team with the highest $ value bid. When offering a contract to an inactive, the dollar amount has to be within the contract scales during non-option seasons thus preventing a team from offering a back-end loaded contract that is all based on conditional team options.
• All contract offers must be publicly posted in the thread.
• Any raise on a previous offer for inactives must be by a minimum of $250 000.
• Free Agent Contracts will have a cap hit equal to the salary earned during that given year

Example.
Vasteras signs Player A to a 4 year, $16 million dollar contract structured as follows
Season 1: $3 000 000
Season 2: $3 000 000
Season 3: $5 000 000
Season 4: $5 000 000

The cap hit in Season 1 and Season 2 would be $3 000 000, and the cap hit in Season 3 and Season 4 would be $5 000 000

5 – TRAINING CAMP

5.1 - Basic Rules of Training Camp
Training camp consists of five days, in which a player can do workout on each day. Only one workout is allowed per day, and the player can only do what the team has purchased as a workout. Remember these updates do count as TPE.

5.2 – Trades during Training Camp
Anyone who has been traded can only do one TC, with the team they currently play for if they had not previously done it with the other team.

6 – TRADES

6.1 – Accepting a Trade
Each team must publicly accept the trade. By posting a trade thread it is considered to be accepting the trade, unless it is the Co-GM who posts it and thus needs approval from the GM. The only parties that are allowed to post a trade or accept one are the GM or Co-GM. CPU players may not be traded. All trades will be approved at the subject of the commissioner's office, and can be vetoed if ruled to be excessively detrimental to a franchise or purposely compromising the integrity of the league. After the trade deadline, no trades are allowed to be posted until the end of the playoffs.

6.2 – Future Considerations
Future conditions of ANY kind are not allowed to be dealt. If any move is made in the future to undermine this rule, the trade can be overruled at the commissioner's discretion. This includes trades with a condition which blatantly bypasses the draft pick trading laws outlines in section 6.3

6.3 – Trading Draft Picks
Draft picks may only be able to be traded two years in advance during the regular season (before the trade deadline). During the off-season, draft picks of that off-season's draft and the two consequent drafts can be traded.
ex. In S31, a team could not trade a S34 draft pick. However upon the completion of the season, S34 picks could be dealt along with S32 and S33 selections.

If you trade a pick that doesn't exist come draft time (e.g. a 4th round pick), the draft pick will be forfeited with no compensation.

6.4 – Trading Salaries
When trading contracts, teams essentially pay whatever is left on the player's salary. The amount of salary taken on by a team at different points of the season and off-season are split into 4 groups. The team trading for the player is required to pay the following:

100% - off-season - Game 40
85% - Game 40 - 150
70% - Game 150 - 250
60% - Game 250 - 280 (number not always correct, must be the last game simmed on the trade deadline day)

The team trading away the player is required to pay the % of the salary not taken on by the team trading for the player.

If a team trades for a player who has already been traded during the season, they pay the percentage of the original salary. For example:

Phil Rafter earns $5 000 000. Davos trades him to Hamilton at Game 160. Hamilton pay 70% of his salary, Davos pays 30%. Then for some reason Madrid decides he's a good player and trades for him too, from Hamilton, at Game 260. They don't pay 60% of the 70%, but 60% of the original $5mil salary. Hamilton pays whatever's left over. So, to summarise:

Davos pays 30%: $1 500 000
Hamilton pays 10%: $500 000
Madrid pays 60%: $3 000 000

After the trade deadline (approximately Game 280) teams are not allowed to trade players until after the last game of the playoffs.

6.5 – Trading a GM
A GM may only trade himself if there is a suitable replacement in line that agrees to the deal as well as the league approving the deal.

6.6 – Reacquiring a Player Previously Traded
A player may not be re-acquired by the same team within the next 2 seasons (including the one the player was traded in) via trade.

Example:
Calgary trades New York Scotty Campbell in Season 1 off-season. New York cannot trade Scotty Campbell back to Calgary until Season 3 off-season.

Teams looking to re-acquire a player within the time period specified will have to submit an application to the commissioners.

7 – WAIVERS

7.1 – Calling Up A Player
If you are calling up a player from the minors, they do not have to clear waivers.

7.2 – Sending Down A Player
When sending a player down who has over 175TPE or does not have a two-way contract they will have to go through waivers for a period of 24 hours. If a player is being sent down from the VHL and is claimed, they will be assigned to that team's VHL roster, and will have to clear waivers again if they are to be sent to the VHLM.


If they are being waived from the VHLM and are claimed, they can be assigned to either the VHLM or VHL. If they are not claimed after 24 hours they may then be re-assigned to the minor league team. Players may not be put on waivers after the trade deadline. Any player claimed off waivers will have their contract appropriated based on the same percentages as detailed in section 6.4 above.

7.3 - Waiver Priority
Waiver Priority is based on the reverse order of the standings at the time that a player is put on waivers. By claiming a player on waivers, the team does not go to last in priority, either, but stays at the position they are in based on the reverse order of standings.

8 – RELEASING PLAYERS

8.1 – When Releasing A Player
A player must be put through waivers before they can be released.

The team will take a cap hit of half the players annual salary for each year left on their contract. Also the player will get that % of cash to their credit as well.

Ex. Player A has 4 years left at 2 million each year

If Team A wants to cut Player A it would look like this for the cap hit.
Year 1: 1 million
Year 2: 1 million
Year 3: 1 million
Year 4: 1 million

8.2 – Buying Out A Player
If a player is bought-out by a team, they cannot be re-signed by the same team within the same season. If this happens in the off-season it will be tagged over until the next off-season.

9 - VHL DRAFT

9.1 – Draft Lottery
The first four picks of the first round of the VHL Entry Draft work on a lottery structure. Each of the four teams that miss the playoffs in the VHL have a 25% chance to draft first overall.

The maximum spots a team can move down is 1 spot. If the result of the lottery still allows teams to move down a maximum of one spot, there will be a second lottery for 2nd and/or 3rd overall. Effectively:

If fourth last (7th) place gets first pick, then 1-2-3 only bump down one spot.
If third last (8th) place gets first pick, then 1-2 bump down one spot.
If second last (9th) place gets first pick, then 1 bumps down and there's a lottery between 3-4.
If last (10th) place gets first pick, then there's a lottery between 2-3-4. If second place gets that pick, then there's a lottery between 3-4.

9.2 - Draft Order
The first four picks of the draft will be determined by the draft lottery as outlined in Section 9.1. 

The following six picks in the first-round are determined by both playoff and regular season standings:
5. Team eliminated in the Quarter-Finals who was lower in regular season standings.
6. Team eliminated in the Quarter-Finals who was higher in regular season standings.
7. Team eliminated in the Semi-Finals who was lower in the regular season standings.
8. Team eliminated in the Semi-Finals who was higher in the regular season standings.
9. Runner-Up
10. Continental Cup Winner

In subsequent rounds, the first four selections will be based on regular season standings in the reverse order. The rest of the picks of each round come in the same format as above.
10 – EARNING TPE

A “TPE” stands for a “Total Point Earned.” TPE can be earned in many different ways as outlined below. In the VHL we have a weekly earning cap of 9 TPE/week.

10.1 – Weekly Main Point Tasks
To help build your player up, members are allowed to submit 1 point task per week worth up to 6 TPE. They can be in the form of a media spot, graphic, video, or podcast. For more information and rubrics, see here.

A point task week is from Monday-Sunday. Should you need an extension, please personal message a commissioner BEFORE the week is over.

Point tasks count against the weekly earning cap of 9 TPE/week.

10.2 – Other Ways to Earn Weekly TPE
There are some other ways members can earn weekly TPE (can think of them as secondary point tasks).

VHL.com articles are worth 1 TPE and are posted here. You may only do one VHL.com Article per week. Each article can be updated by linking the article thread to your player updates. Each article is required to be at least 150 words. If you are found to be writing articles short of this limit you may have your ability to write articles revoked. Each article is expected to be league related, and have a degree of relevance to the VHL. All work must be 100% original or you could face a ban from posting VHL.com articles ranging from weekly to permanent.

2-point Podcasts are worth 2 TPE and are posted here. You may only do one 2-point podcast per week. Each podcast can be updated by linking the article thread to your player updates. Each podcast is required to be at least 8 minutes long. If you are found to be doing podcasts short of this limit you may have your ability to podcast revoked. Each podcast is expected to be league related, and have a degree of relevance to the VHL. All work must be 100% original or you could face a ban from posting 2-point podcasts articles ranging from weekly to permanent.

Both the VHL.com and the 2-point Podcast count against the weekly earning cap of 9 TPE/week. Both can not be done in the same week.

10.3 – One-Time Point Tasks
There are some one-time point tasks that members are allowed to submit ONCE during their career at any time. These include a Rookie Profile and an Autobiography. For more information and rubrics, see here.

These do not count against the weekly earning cap of 9 TPE/week.

10.4 – VHL Fantasy Section
The VHL Fantasy Section offers members another chance to grab some TPE. There are hockey, baseball, football and basketball pools throughout the year (among others). In addition, there are some weekly challenges like “VHL Predict the Score.” For more information, see the VHL Fantasy Section here.

This does not count against the weekly earning cap of 9 TPE/week.

10.5 – Player Store
Players can spend money at the Player Store at any time during their careers. Their bank balance is determined by the cumulative value of their contracts throughout their career, minus any purchases. Additional cash is sometimes given out by the league for special occasions. The entirety of each seasons contract is added to players balances at the beginning of that season. 

 

No money is carried over when re-creating and, further, a player's bank balance is inaccessible once he is retired meaning no additional purchases can be made.

12 – CREATING A NEW PLAYER

12.1 – Creating a Player For the First Time
Members who have created a player for the first time will receive 30 free TPE to apply to their player.

12.2 – Creating a Player For a Second and Onwards Time
Members who are re-creating will receive between 30 and 75 TPE to apply to their player. For more information see section 12.3.
