To my knowledge Quebec has not made any concrete offer but they are pushing hard. I'd say it's at about an [E4] right now but that could fluctuate depending on how other teams react to the news. "At this time, the Titans organization cannot and will not confirm nor deny any speculated or otherwise inferred acquisitions. We can say, however, that there has been continued communication between the Helsinki Titans and the Quebec City Meute over the past several weeks."
