Truth Seekers would likely find the S1 Draft Topic to likely be the easiest way to narrow this one down, though there are likely others. As showcased in there, Helsinki and Seattle were both teams in S1 but Helsinki was known as the Frostbite and Seattle was the Everblades. If my memory serves me correctly both of these were re-branded in S2. In any case, Quebec didn't come around until the S31 expansion leaving Toronto as the correct answer.

 

2. Which GM has the most losses all time? (1 uncapped TPE to @oilmandan)

I'll admit I don't actually recall where the list is for this but there's a list around that has the total GM stats which clearly shows that Greg Harbinson has the most GM losses, poor @gregreg.
