I mentioned this location in another thread somewhere, albeit tongue-in cheek.  However, I can make a case for the Swords location.  Firstly it is in Onatrio and we have beaucoup hockey fans in Ontario.  Located in the Muskokas, 2.5 hours from Toronto, and about the same from Sudbury.  1.5 hours from Casino Rama and a little over an hour from Algonquin Park.  So, in short, centrally located.  The site would require an arena and a Convention Center to make it truly viable, but because it is way out in the country, parking would be a non-issue.  May I present :

i want to thank everyone for showing interest of my idea to get a team in Pittsburgh and i hope that the commish this offseason either adds a Pittsburgh team and one of your guys world teams or more teams. my hope is I don't know how expansion discussions work in this but if i had to guess its like real life that the commish and gm's of the league vote to decide this expansion is accepted or not. that or the other way i think they do it is just the commish decides if its added or not but that would be nice and somewhat realistic to have the commish and gm's do a vote but i do hope my Pittsburgh Steelhawks get added this offseason. and again i want to give everyone who reads this and comments on this a big thank you for showing interest in my idea of adding at least 1 new team to the vhl. and if Pittsburgh does get added this offseason which other place gets a team i want formally congratulate if they take a world team suggestion from here that who ever they choose congrats on getting your suggested team. and the congrats to the gm of that team as I will do everything in my power to be the gm of Pittsburgh.

also it has come to my attention that we might need an expansion draft 

the rules i would setup but its commish decision if expansion happens

1. gms can protect a certain amount of players  the number of protects is decided by the commish

2. players in the draft must have been active in a week or so so gm's don't just protect their players and get rid of the inactive expansion teams need to build but cant do that if their is just a bunch of inactives on the team.

3.expansion draft will take place a day before the draft or when ever teams are added (if teams are added after the draft the expansion draft will take place a couple days or a week after the expansion teams are created)

4.if expansion draft takes place after the draft the rookies that were drafted will not be in the expansion draft (this will not take a protected player slot)

5. rookies that were not drafted in the draft will be in the expansion draft (this gives new players and players who did not get drafted a chance to be on a team

6. way to decide who gets what pick in the expansion draft is either one of many ways

     (ways to decide who gets what expansion draft pick)

       1. a coin toss (if only two teams are added to expansion if multiple might have to do a coin toss elimination)

       2.commish and/or gm's vote to decide first pick of the draft

       or 3.an one of one tournament with the new gms with everyone else being the ai

 

this is just my idea to build teams and stuff

We have a process for Expansion as well as Expansion drafts in place. We expanded from 12 to 16 teams three seasons ago.

1. We just had a large expansion, it’s unlikely that there will be another one this quickly.

 

2. There is procedure to being hired as a GM, you don’t just request an expansion and be handed one.

 

3. Even if the above two points weren’t true no expansion will be called the Steelhawks when we already have a team called the Nighthawks.
