b) Anchorage Icebreakers: Machado would establish a team in Anchorage, Alaska, taking advantage of the state's love for hockey and embracing its snowy environment.
c) Porto Dragons: Need to expand to Portugal to expand the game in none popular hockey countries. 
d) Winnipeg Royals: Winnipeg has a history of producing good hockey players and deserves to have a spot in the new VHLM.

Enhanced Developmental Programs:
Understanding the significance of player development, Machado would focus on improving the developmental programs within the VHLM.
