Effort: 1.5/2 - Not much too this, but you did try a jersey change.  It's fairly simplistic and needs a lot more added to it.  I would look up some tuts to help you get better.  

Look: 1.5/3 - Again this is extremely simple, but does have nice text.  I like that you tried to do some blending with the splatter, but it just doesn't look good.  There's also an absence of lighting which is really needed to polish a sig.  I would look at some tuts to try and get better because you do have a decent foundation to it.  Here's a great post by Jackim to help you do some things to get better.  http://vhlsim.invisionzone.com/index.php?/topic/2501-jacks-guide-to-making-not-shitty-sigs/

The biggest thing for you right now is blending.

I feel like you just don't know what there is to do. Basically the idea is to take different pictures (stocks) and place them on top of the render. Then you set them on different blend modes.
