I mean I have talked to The Number 1 about getting PS and it's not possible for him. Members like that want to be active but are set back because they don't have PS? I don't know. There's tons of nice people here that will help him and I have no doubts solid sigs can be made in GIMP. The correlation I've noticed is that people that get GIMP are usually beginners anyway.
