Traditionally it doesn't make sense to call one up unless they are over 175 TPE before the start of the season, in which they'd be forced to the VHL anyways. Having a high TPE inactive isn't a bad thing as long as they aren't playing over someone who is active. Even if you could somehow squeak over 175 TPE before the start of the season, it would be better for you not to in order to get the (hopefully) 20 TPE from the achievement tracker.
