Moderator MubbleFubbles 1,289 Posted April 25, 2022 Moderator Share Posted April 25, 2022 Older Ones: 1.1 Salary Cap Today's Rule is focused on the Salary Floor: Quote 1.2 - Roster Minimum As of Season 58, the VHL has replaced the legacy Cap Floor with a new roster minimum of 6 players. All teams must have a minimum of 6 roster players prior to starting the season or face penalty. There is no requirement for a minimum overall salary expense but all TPE salary minimums and contract maximums for individual players continue to apply, as does the salary cap. At no point during the season can a team fall under the roster minimum as a result of a trade or any other type of transaction. This will be enforced strictly so to avoid having trades delayed (or voided completely in the case of deadline trades), GM's need to plan ahead and sign players prior to making those deals. So while this rule has been around for a while now, it's predecessor was also around for a significant amount of time which was a salary cap floor of $20 Million. Now, depending on how rules work, a cap floor isn't necessarily that bad of a concept, but the problems were that the way the other systems that surrounded that did not combine well and teams that were looking to rebuild with a significant tank would just solve their problems by spending the max $7 Million on 0/30 TPE (the base TPE was 0 before Season 45) basically giving them three crap players. But there were also some seasons where we implemented rules on how much you could give to inactive FA's and that was to a point where teams would bring in a ton of inactive base TPE players, but because there was nowhere near the member base there is nowadays, it was much more of a struggle to get to the $20M. There were a few instances where teams didn't meet the salary floor, I found an old article of mine here talking about it, but I don't recall anyone facing any significant punishment for not hitting the salary cap floor.
