Welfare and Incentives

Now I know I've been here for not even a week, but the welfare system seems to be a glaring issue to me. First of all, the sim thrives on community content. Because of this, the incentive should be there to do bigger point tasks and help make the sim more enjoyable/realistic. That incentive is 2 TPE. 2 TPE per week doesn't exactly get me all excited and giddy to sit down and write up a fictional scenario for up to an hour. Media Spots and Graphics give the sim the depth and realism it needs to be enjoyable. Incentivize participation. In my opinion welfare should replace you being able to claim any other point tasks, at most giving you 6 TPE a week. But once again I'm just a first-gen what do I know.
