Goodbye VLHE
First order of business: Delete the E. That's how you know I'm not messing around. I mean, if a league needs half the population to be made up of inactives, it really should not exist in the first place. The E is where new creates go to die and returning members begin to fizzle. It is boring, quiet, and unexciting. Making it go poof would be an immensely popular decision and would make me the most popular commissioner of all time and I would get a coffee mug that says that so I can have proof that it's true. Now, with the E deleted, what do we do with the actual active players in that league? Well, just raise the M TPE cap to 300 and send the players to their respective leagues. An obvious complaint would be that it's unfair and not fun for players at like 350 TPE to be going up against 1000+ TPE goliaths. Well guess what? The world isn't fair. I mean look at the Blackhawks, Sharks, Coyotes, Habs, and Blue Jackets and tell me all the guys they had penciled into their lineup belonged in the NHL. Not everyone is going to be an allstar or even a top 6 player. Having people in bottom roles adds a greater sense of realism that in some ways are more fun. It provides some uniqueness allows for more freedom in role creation. Yea a 350 TPE player isn't gonna light up the league right now, but he is still on the team and getting input at the highest level. Now, there will be a flood of players that neither league can sustain. That leads me to my second decision.

Expansion
Now, with the new players, comes some new teams. I'd say 2 new teams per league should be enough. For the VHL, I'd like to bring back a personal favorite of mine: The Madrid Thunder and Quebec City Meute. They'd obviously need some rebranding. For Madrid I'd say having something like a charging bull with a lightning pattern on it's back half would work. For Quebec City I feel that having a wolf on the prowl and having it's paw being accentuated would look pretty good. As for the M, I say bring in some new teams for a more fresh look. A Colorado team and Boston team would be a pretty damn good edition. As for the names, I don't know. Let the underlings figure that out.

New League (But Better and Cooler and More Fun and Actually Does Something)
Now, I know I axed the E, and thus creating a new league is something kinda wackadamia nuts, but this idea is pretty cool. I call it, the VHLI, the I being for Inactive. The idea behind this is it being almost like a fantasy league, in which GMs draft inactive players and simulate a season. This is a pretty noncompetitive league, and the purpose behind it is to allow people who are interested in GMing in the future to learn both how to use STHS and how to craft a competitive roster. Having this league allows people to experiment with different player types at different places in their developments and see what works and what doesn't, and better prepares them to jump into a GM role in the future. GM positions in this league would be moreorless reserved for newer players and AGMs, as the goal for this league is to develop people for future roles.

Matt Bailey
It is time for the league to recognize a true legend, and enshrine them into the annals of history. All trophies henceforth will include Matt Bailey at the start of their name, and the Matt Bailey VHL Hall of Fame will only have Matt Bailey and nobody else.

VHLM Pick Restrictions
The final decision is to add one addition to the pick restrictions in the VHLM. As stated, one can only have a maximum of 2 picks in the 1st round and 2 picks in the 2nd round. The addition to this rule is that any team may exceed this limit, but only if they collect all the picks in that round. That way, a team can only do it if every other team allows it to happen, and if everyone is cool with it, I say why not.

Lived in Boston as a kid, live in Colorado now as an adult. You have my immediate vote
