if 2 teams are tied, what is the procedure to decide who is higher ? goals ratio?  Cut the head of a chicken and let him decide ?

For serious though, I don't know. I think the few times it happened one team had more wins and the other more OT/SO losses, so the first one finished above. It would be one of goal difference or head-to-head otherwise, with Davos having a +30 advantage and the superior head-to-head record. Start preparing for that first round series.
