The RCMP don't choose to charge in an event like that, the person being "assaulted" does. If they want to throw legal fees at a case they'll lose the RCMP can't stop them. I'm not even going to touch Kendrick "over exaggerating" since that's a whole other thing and I'll let him fight that battle himself since he seems to be doing just fine.
