long story short it depends whether one is a follower of the new or the old counting method.

 

Carnival is a week before the 40 days of lent before Easter.

 

The old counting method counts all days, the 'new' method gives Sundays a break from the fast and therefore adds days accordingly to make up for the 'lost' fast days due to the Sundays in between.

 

In Switzerland we have both and hence we have a saying 'You are late like the old carnival' (as if you count the days in the old method, your carnival is later in the year).
