      It's the E. My first thought to improve the excitement was changing the playoff format in someway, but that wouldn't be a big enough deal. A further thought.. Make call ups and send downs mandatory? It will give the E a little bit of a flux, like the VHLM has, even if it's a minor storyline to change the topic. Just the younger players in their first two seasons, draft picks get a chance to play with their VHL team. VHLM players cannot be called up to either league.
