Limit welfare to 3 TPE per week and call it a day. Move media up to 7 per week. That rewards the activity and those who don't get less than half the amount. Cap out those who do welfare to 5 TPE per week and leave those who do the work up to 9. That way there is still a significant difference to doing the work. If you want to make it even better with activity, those who do welfare can only get their remaining 2 TPE from posting around the boards. Every 5 posts = 1 TPE for a max of 10 posts for 2 TPE.

It still keeps things afloat for teams as it's active bodies. If having a beast 2nd player isn't a good thing, why do you have one?
