Was Rory inactive? 
 

It says in-actives can only be done during the offseason. Despite not being specified in the store, it is in the rulebook.

So unfortunately this was a rule that was amended into the rulebook by VHL commissioners a year ago (which is why Rory's position change went through because it was before the change). If you're wondering where the announcement was, well there wasn't one unfortunately. I'd pointed that out to them that they were going to make a change to the rulebook that they'd never actually announced, but I guess they thought it wasn't necessary.

That’s correct, it was just edited in by the commissioners, no change log was posted.
