It's always been the rule. Remember when I GMed Ottawa, and for part of the season I had Chance Matthews (nearly capped) on the 4th line because the guys above him were active? We're always saying this needs to be a thing, and it does. Inactives can be on the lines, but not above actives, TPE or no.
