To prevent inactives playing in the VHLM season after season with near-max TPE, after a player comes off of their rookie contract the limit is 115. VHLM Rules for non-rookies: - A player is only eligible to be signed by a minor league team if, he is under 115 TPE and is not under contract with a VHL team.
