I think that as long as everyone stays under the TPE Cap, claiming more that 2 TPE for PT Staff should be fine. If you do a crap-ton of reviewing over a month or so... and have 9 banked TPE... when a really busy week comes along, I see no reason why you wouldn't be able to just use all of those for that week!
