Witch has no effect on forger. Since I always assume you know all of the obscure rules of ToS, I can only assume that this is a shoddy attempt by you to throw the town off by giving them a false 0.0003% chance of this crazy alternative situation.

To pressure him into giving evidence to support his claim, and to legit vote him off if we don't like the answer. 

It's a common thing early in the game to go after suspicious claims like this. People can always "un-vote" later as new information comes in.
