I think it does, it just missed Oslo. Bern, Brampton, and Moscow all signed FAs.

Are you making things up? I'm pretty sure under the new system, a re-create is a designated contract no matter what. I thought it was dicey having Player 2s not fit into that, because the whole point of having FA bids is to engage NEW members lots and (or returning members) immediately. But unfortunately the rule is worded so that even an active member who re-creates without TPE still gets to participate in a bidding war, which might be silly. But anyway, as long as a player created with carryover, they're designated. That much is clear.
