VHL is different now a days. you can have two players now. also there is a 'welfare' system which allows you to claim up to 4 tpe for nothing if you created two players in the past which had more than 400 tpe. And also no, you can only claim pension for one player. You can do a PT for one player and pension for the other in one week, or a PT for both, but you cannot do pension on both players in one week.
