To be fair, it's a little more nuanced than that....it was just the first thing I thought of with your post. North Dakota law says that the ballot is finalized something like 30 days or 45 days (or whatever) before the election, so he couldn't actually be removed from the ballot. In essence, people were voting for "Generic Republican" versus a specific Democrat, since the governor or legislative body (forget which one in this case) can appoint a replacement for the remainder of their term.
