2. Get rid of the first level of Pension, and bump Welfare to that level. With the ease of hitting 400 TPE nowadays, having one player hit that level isn't that special. Get rid of that level. Now, it's 7 if you do a PT, 5 if you have a pair of 400TPE players, and 4 for newcomers. swear I've read that somewhere before..

Activity check = 1TPE a week. 90%. No different really than practice facility. Maybe incorporate it into that? raise the cap..
