Question: If Calgary actually has New York's pick and Toronto has Calgary's, shouldn't picks 18 and 19 be reversed?

Nope, 2nd round goes solely by regular season standings and New York finished higher than Calgary.

Are you sure? I know non-1st rounds don't abide by the lottery, but I feel like playoff success might be a different matter. At least for the last two teams.

Nope, 2nd round goes solely by regular season standings and New York finished higher than Calgary.

Yes, this is what I got from Vic. The rule book also said at the bottom of the draft lottery section "subsequent rounds will be based on the reverse order of regular season standings", but I edited that earlier and added this section to more clearly explain the order:

9.2 - Draft Order
The first four picks of the draft will be determined by the draft lottery as outlined in Section 9.1. 

The following six picks in the first-round are determined by both playoff and regular season standings:
5. Team eliminated in the Quarter-Finals who was lower in regular season standings.
6. Team eliminated in the Quarter-Finals who was higher in regular season standings.
7. Team eliminated in the Semi-Finals who was lower in the regular season standings.
8. Team eliminated in the Semi-Finals who was higher in the regular season standings.
9. Runner-Up
10. Continental Cup Winner

The order of all subsequent rounds is the reverse order of the regular season standings.

Well as long as that's how it's always been and it didn't just suddenly change a few seasons ago without anybody noticing, that is A-OK to me.

Okay scratch all that - in the 2nd and subsequent rounds, the first four picks are based off reg. seasons standings and the rest fall in the same order as the 1st round.
