The Portal's VHLM award section is your friend for this one. Just navigate over to the Jack Reilly trophy page for top VHLM GM and perform a quick CTRL+F of "Reilly" to reveal it's on the page 9 times. Discount the 5 that are right at the top in the award name and description and you've got the correct answer of 4 times.

 

2. Which position has the most Hall of Famers? (1 uncapped TPE to Me since I asked this question before I took over)

I actually hadn't counted this up when I asked the question so I had to go in and do it myself. Not hard though; just open the Inducted Players section, sort by position (optional but nice) and start counting. In case you're curious (though you all got this right so I'm sure you aren't) the full tallies are:
