2. Who was the first GM to win back-to-back championships in the VHL? (Credit and 1 uncapped TPE to @Bruins10)

That would be Matt Bentz, GM of Calgary both in S18 and S19. Both previous back-to-back winners, S2-S3 Calgary and S4-S5 Seattle, switched GMs halfway through. Frank Chadwick, Mitch Higgins, Benjamin Zeptenbergs, William Shaw, Ryan Power (twice), and Mike Molholt (THREEPEAT), have joined this prestigious list since.
