It's only been achieved twice in VHL history, once by Tomas Jenskovic back in S14 and most recently by Condor Adrienne in S72. Both benefited from some low-scoring years but are actually safely away from the title of the lowest-scoring top scorer, which belongs to a forward.

 

2. What is the most regular season points for a player not inducted into the Hall of Fame? (Credit and 1 uncapped TPE to @Mr_Hatter)

Since his retirement in S55, this unwanted record belongs to Tyson Kohler and his 751 points. A lack of cups and a large individual trophy cabinet has seen Kohler fall behind many forwards retiring after him despite them putting up fewer points but remains on the HOF ballot - as proven by the likes of Mathias Chouinard and even Mike Szatkowski Jr last season, that means he still has a chance, even if takes 40 seasons.
